You know that it can either cure Joker of his insanity and give him a happy healthy normal life or it can cure Nora Fries of her brain disease and give her a happy healthy normal life. You can either give it to Dr Leland (Joker is currently in Arkham) or Mr Freeze for their respecive usage.
