The slow down was actually hard coded to deal with UMD load times, and is easily patched. But during certain actions like casting spells there's a lot of slowdown. If you have a hacked PSP or Vita you can patch this out. I can't comment too much on the translation stuff as I only ever played the PSX one in English.
