From when I was a kid. How do I find out how much this thing is worth? I live in the middle of Kansas so there arent a lot of people that know much about Pokmon cards.

take the clearest pictures you can of the front and back and ask people on the internet who grade cards regularly. in hand is better, but it's really easy to get taken advantaged of on something like this. more opinions are definitely better.

alternately, send it into PSA and cross your fingers. (or Beckett, but most poke collectors drastically prefer PSA. i dunno why, gold labels are so much sexier) even low grades on this card are fine (though obviously, higher numbers are go up fast)

base set has 3 versions that you're likely to see. 1st editions are all shadowless. then you want unlimited shadowless, then regular unlimited. there's a fourth english version that's the last print run of unlimited, with a different copyright date "1999-2000" instead of just "1999" that's worth about double the rest of the unlimited run, but a lot of people don't even know it exists. then you have a few foreign language versions, of which only japanese is particularly sought after.

Ya some dude was offering to buy old Pokmon cards so I showed him a picture and he offered me 200. I feel like he low balled me this is probably a 7-8 condition. I guess I need to take it out of its case and get a good picture of it and try to find some people that might know something.

1st edition base set? if you think it has any chance at all at a 7, get it to PSA. even if you're overestimating by a couple grades, you should be pretty happy.

Ya its been in a hard protective case for the last 20 years. Ive never taken it out that I can remember of. My brother is really into magic and he could only find a few small blemishes on the sides. How do I get it to PSA do I mail it or what?

i think you have to, yeah. you can sometimes catch Beckett at a show, but i think PSA is mail only (maybe local drop off, but that is likely suspended right now because covid even if you happen to be close) their site should have a walkthrough of the submission process.
