Shouldnt the policy be that they are allowed to abstain from voting, but in doing so, forfeit their vote? Ive seen people say that if that was the case, there would just be an influx of massive amounts of bills come up, specifically to clog the system.

So why not design it with some sort of preventative measure against that, and say, only X amount of bills can be pushed forward per month, and per party? Simple, keeps the work flow moving, and allows everyone a chance to share their voice, while also forcing everyone to vote. Abstaining to vote wouldnt prevent the other side from voting on it, which would encourage ALL OF THEM to vote.
