...are just waiting to fuck you up any time you leave your house/apartment or any building. If you kill one, another one will take its place so that there will always be 30. You can only use whatever items/weapons you currently own to defend yourself or fight them. However, fighting them is pointless since they replenish.

Also, even your car isn't safe. They will fuck up your car. Only buildings are safe.
