The closest thing was The Dragon, The Hero (1979) in which he played a mentally challenged henchman named King Kong. One could argue that he wasn't a bad guy per se, but rather was a low functioning individual whose physical prowess was being exploited by a nefarious master. Of course, he still fought the hero.
