My guess is that you first set up a Skype call or something so you can sort of talk to them and see whether they're worth the time to meet in person. If that doesn't go well, it ends right then and there. Now if it does go well...

What are you supposed to do next? Restaurants only offer take-out, movie theaters are closed entirely, public places like parks and beaches are technically open but unwise to visit for no particular reason. I only go outside mostly to buy groceries, and the supermarket isn't exactly a good first date choice.

What about holding hands, touching, hugging, kissing, wearing masks, six feet of distance, and all that stuff?

I guess you just have to suck it up and assume they're healthy. Then, accept the fact that you'll have to invite them to your home a little sooner than you normally would, right? There are plenty of safe hangout options at home like playing video games, but is that what dates will consist of nowadays? You can't go outside, so you just have to trust them and stay indoors to get to know each other better?
