Any minimum age law is about responsibility. Ageists assume all older people are more responsible than all younger people so they assume a 22 year old would be a more responsible drinker, voter, driver, sexual partner... than a teenager.

Have to draw a line somewhere

the general idea is to help prevent child grooming at least somewhat, while allowing people who are capable of consenting to do so with their peers

another method could be +-3 years within a certain bracket, say up to 21
