The game would be torn apart (not that it's particularly balanced as it is, especially with Dynamax).

Offensive powerhouses with deep movepools would be even more unstoppable because they have one more coverage option. Meanwhile, Pokemon that already struggle with putting together four moves would get shafted even further.

It should be noted that Game Freak did consider increasing the number of moves a Pokemon could know during the development of Ruby/Sapphire, but they ultimately decided against it.
