Still not a fan of the 'Bugs can't lose unless it's funny' argument, but I think he wins even without it. Black Hat is still constrained to the medium he's in, but Bugs has been the animator of his own show before. These fights are all simulated, so Black Hat is looking at a whole Looney Tunes episode's worth of falling anvils and dynamite before he gets erased by a giant pencil. That's all, folks.

Black Hat
Black Hat is just on a higher level of meta weirdly enough. He controls his own animators and creator on top of being capable of killing the narrator (as far as I know Bugs never went THAT far). With such meta shenanigans he could just control the audience and go "Bugs losing in a horrific way is funnier." Looney Tunes is also canon in Villainous so he'd actually be aware of Bugs hax on a meta level. He can also casually tear open rifts into other dimensions and universes he can just chuck people into.
