For the fries, or some people don't like how much ketchup they put on the burger and would rather do it themselves. I'm good with one packet on a burger, some places I swear put like two tablespoons and that shit leaks out everywhere when you bite it.

If you order fries, they most likely automatically give you the ketchup. A lot of the time, its not even the same person putting it in the bag. There might be someone who is barely paying attention to your no ketchup on burger. I mean, are you complaining though? Throw it away. Its a waste but throw it *shrugs*
