Trump disbanded that. The Obama administration, which had experience with multiple epidemics, wrote a play-by-play guide for the government to follow. The Trump administration never validated that guide and basically just threw it out the window. Trump irrefutably (this is literally documented) downplayed the significance of the virus and encouraged people to just live how they want to live without taking serious measures to slow the spread of the virus. He refused to declare a state of emergency, slowing down the federal government's ability to deploy aid to necessary locations. He appointed his Vice President (who has zero medical experience) and son-in-law and several other unqualified people to head his response team. He politicized a pandemic and turned it into a "red vs blue" issue. He intentionally made the aid relief system unnecessarily convoluted and unclear, especially for "blue states". He has peddled snake oil treatments while criticizing the scientists and doctors who have legitimate knowledge to share with the public. He withdrew funding from WHO. He used racially charged language to describe the virus, which arguably spurred racially charged attacks against people who have Asian features.
