Stronger Pokemon tend to evolve at later levels. Bagon is a good example, that thing takes forever to become a Salamence.

Abra probably evolves earlier because it only naturally learns teleport, which makes it harder to raise. 25 isn't much earlier than 28, but I suppose you could ask where those extra 3 levels come from.

Level 65 for Volcarona but you could catch one under level 40 in b/w2
