It's pretty well agreed upon he was in over his head. And he's not the smartest man ever. But when you couple that with incredibly smart people counseling yourself, especially Cheney, then it's pretty easy to think he was lead to truly believe that was what was best for the country. And I don't hand wave his involvement in torture. I just know that pretty much all modern presidents have been complicit in war crimes. So if I hold W to his war crimes, I'm doing the same to Trump and Obama and Clinton and Bush Sr and Reagan, etc...
