It should have stayed in development hell From my understanding it was undergoing reshoots by Fox but when they sold themselves to Disney they just kind of stopped caring (Dark Phoenix experienced something similar) because it wasn't their problem anymore, and Disney also doesn't care since they're rebooting the entire movie franchise, so it was just released to get whatever value they can out of it.
