I mean yeah Vader kept altering the deal, but still you wouldn't expect someone to stand up to Vader like that, let alone get away with it. The inflection of voice and unspoken implication is more than enough. Vader doesnt need Lando, but Lando is still useful at this point (hes trying to set up Luke for carbon freezing and Lando has the knowledge to make things go smoothly) so killing him isnt optimal.
