generally speaking, enemies will have some form of resistance to debuffs. so haste is a safer bet

Haste could be used outside of combat, slow wouldnt be useful for prepping dinner so... Haste.

Well, in this situation with those stipulated rules, haste. I couldnt be certain some other enemy isnt going to show up all of a sudden. Also there could be environmental hazards.
