You are allotted a set amount of "Air" every 10 years, for which you are owed a renewal with the company. Failure to do so in your country (if these laws were enabled) would result in jail time, punishable for various penalties a crossed your states or providences. Your renewal will give you an identification card, which you MUST have along with your ID and it MUST be up to date WITH proper tags. Altering these cards, attempting to fake or replicated in anyway would be a federal offense. Upon death, your final breaths will be tallied and your family will be either credited with "Breathing Time" unused being refunded to the next of kin. If debit is accrued, the next-of-ken will be billed.

You have to pay for water. You have to pay for food. You have to pay for shelter. Why should air be any different?

Because air is not controlled or marketed. How would an oxygen company work? Anyone can get air freely. You cant sell it even if you wanted to

Control comes from the ability to force you to purchase an allotment. Failure to do so will result in a IRS-like response but to a similar scale to car insurance. This revenue is directly pumped back into your local government. Thank you for your cooperation and for choosing The Oxygen Corporation for all of your Air-Care Needs.

It could be. Look at the way water rights are controlled.

No one is required to pay your debts after you pass, so why should air be different?

It can eat into their inheritance, but family is never required to pay outstanding expenses out of their own pocket, despite what aggressive debt collectors might yell over the phone.

Air is all around us in a form relatively safe to utilize with little way to restrict it. Most water is more limited to local areas, and requires treatment to be safe to consume (or at minimum, pleasent to consume).
