It's fine so long as it's not instant base alert in 0.3 seconds, and the game gives you reasonable time to react.

Well I think it should be they actually have to alert someone. Or someone finds their body. Like if you kill all the witnesses, you buy a ton of time since they have no leads in the investigation.
