The plot is that he wants Manhattan returned to his people. Clark Kent admits that the land was taken forcibly (an uncommon admission for a 1940s cartoon), but says it's unfeasible for Manhattan to be evacuated. Our unnamed antagonist responds with his Electric Earthquake machine. While the character is unnamed (all of the villains in the cartoon series went unnamed), he has the same mannerisms and fashion sense as Lex Luthor and the story is based on a comic featuring Luthor as the villain. He more or less functions as that cartoon's version of Lex Luthor in the same way that Michelle from the recent Spider-Man movies functions as that universe's version of Mary Jane Watson. Given that the character is well-mannered, well-dressed, highly intelligent, and drawn to look like a human being, I'd say he's actually one of the least racist depictions of a person of color in a 1940s cartoon. The Superman series, unfortunately, was no stranger to racism against other groups.
