Melkor was the most powerful of the greater angel species but decided to be evil and corrupt the world with Sauron as his lieutenant. Melkor, or Morgoth as he later called himself, was eventually defeated but Sauron continued to connive for many more years. He persuaded an Elf to create the rings of power, some for the Elves, Men and Dwarves, so when Sauron would wear the One Ring, he would control them all. The Elves sensed his plan so they took the rings off, or they didn't corrupt them, the Dwarves just got greedy and only the Men who wore their rings fell into Sauron's servitude, the Nazgul.
