Yes, you should be able to say whatever you want, with the exclusion of threats of harm, on the internet without facing legal consequences. People can block people. Platforms can ban people based on their ToS. Though in this case, there is a potential threat of harm, so it's not as cut and dry as if the kid had simply left it at racist insults. I think all threats should be taken seriously considering what some kids have done.

Thats what you think, thats not what you know. He's 12 people so people will be more forgiving to him at that age than if he did this when he was in his 30's. You're an example of this, there will be other Students, Uni's and Employers who will look at his record and say "Meh, I did worse at your age". He's got the opportunity to change though and hopefully he will.
