Jokes aside, this is Disney's own fault. You can see weights attacked to the bottom of the balloon. Those are designed to keep the balloons from flying off because (1) kids let go of them all the time and (2) they're an environmental hazard. The weight attacked wasn't heavy enough to do it's job. That's Disney's fault. Either the weight is too light (so Disney can save money on plastic) or the staff screwed up and didn't hook multiple weights to it like they were trained. Either way, this is on Disney.
