Superman, Batman, and Wonder Woman all had movies before Justice League. If Aquaman's film had come out before the crossover film, it would've been fine to introduce Flash and Cyborg in Justice League itself. They just had to hold off for one more film.

That's where greed gets you. Trying to do too much, too soon. The audience isn't as eager to spend money as the studio is to make money. You have to ease the audience into knowing these are characters worth seeing.

And that would've been a mistake. You can make a G.I. Joe movie or Power Rangers movie because those characters were created to be part of a team. All of the superheroes in Justice League (sans Cyborg) were designed as solo superheroes. They need proper lead-ins.
