Of my choice or everyone in the world? Is this a local thing like I only have control of people in my city/town or is it bigger to county/state? Is it something that I'm required to do? Or do I just have the power to choose who lives and dies when I want?

You could just threaten people for their money and be a tyrant. If they tried to assassinate you you could just "decide" you don't die.

Though I guess you could be trapped or imprisoned alone in the middle of nowhere until you decide to die
