This is why it's hilarious when they say cutting their budget is going to affect their response times and shit. Like if you have 20 cops available to arrest one guy for a minor drug charge, maybe you're grossly overstaffed.

Because people show up and start yelling at the cops all the time, and they need people to create a perimeter to prevent some idiot from charging in and being a "hero". Like here, our camera man is so hyped up he doesn't realize the suspect literally has basically no pressure his diaphragm from breathing, but keeps yelling at the officer's that the suspect can't breathe. No, this isn't George Floyd, he was being correctly restrained and he could breathe just fine. He's just upset he's being arrested and won't stop resisting long enough to put him in cuffs.

Sometimes the cops do their job correctly. This is one of those times. I think weed crimes are unjust, which looks like the violation here, but that's an issue to bring up with your State Representatives, not the cops while they're making an arrest.

He's pinned at the shoulder's by both police using a pseudo-hammerlock, which is preventing him from moving. It's pretty clear that he's resisting still if you know what grappling actually looks like.
