From what I remember (which could be wrong), it's funded by Chinese money and won't cost the government a penny, but in return the owners expect a minimum unit price for the electricity generated. And supposedly that price will be a complete rip-off, because renewables will be way cheaper when it's eventually built. But the government will argue we need baseload generation.
