"We've never finished the first wave," Hotez, dean of the National School of Tropical Medicine, said of spikes in new cases in Florida, Texas and Arizona. "We didn't complete that social distancing period that we needed to do." Models showed states needed to extend stay-at-home orders through May, according to Hotez.
