Majority of the time if they're that friendly they've been fed by humans. Don't trust them or squirrels though, you have to make sure you see their hands, if they are carrying something call the cops.

Squirrels usually come close to me or even sit by me when they think they'll get a snack.

I've had a chipmunk eat peanuts off my shoe. Little guy didn't even run off after grabbing it, he just sat on my shoe and ate it.

GF and I went to the Fort Worth Arboreteum or whatever last year...the squirrels there just stood next to you expecting food, basically. I fed them the fish pellets I bought for the Koi. They seemed to love humans.
