Raise your standards of hiring and training people to uphold the law and carry a gun. Make people require degrees and certifications, just like driving a car... you gotta do classes and get your license redone every now and then. I guess the point I was trying to make is that "police" is more than one entity. As far as break ins...I have a gun for that, but also not planning on shooting anyone unless they're being threatening to my person.
