Now 20 years here isn't hyperliteral, but his point is that the masses are always going to be dumb dumbs and those in power are always going to end up being corrupt. So you need to oust them and start over all the time to function. Yeah that's fine, but there's no way to change things aside from brutal totalitarianism. Change the laws, then massacre everyone who doesn't like the change like Alexander the Great.
