The culture parts comes from a collective group on Twitter whose primary mission is to find old tweets from your history (3-5+ years ago) and use that as justification to "cancel" you because you said something that isn't lockstep with the Twitter hive mind

It definitely exists.

How effective it is, is another question entirely. Lots of movements/people get "cancelled" but really suffer fuck all consequences other than brief negative publicity which is soon forgotten about or eradicated by people spending even more money on said person when they release something people like.

Best answer yet, but I feel it lacks the whole story. How are you "cancelled"?

Is it lack of relevance? Is it lack of being notably relevant to current times, or is it lack of being anything at all?

Usually they'll involve your employer getting notified of your tweets and you losing your job and stuff. At least temporarily.

It did for a blip in time. The most notorious example I can think of is probably Kevin Spacey.

I think the practice has gotten enough bad rep that people are distancing themselves from those who partake in it, though. Too many instances where attempted cancellations resulted in someone being wrongfully or overzealously attacked left everyone feeling that it's not right to wreck a person's life over a moment of shitty behavior.

Johnny Depp definitely. Instantly dropped before any kind of real evidence is shown. Now vindicated, but still lacks that contract. Now, he's certainly not and will never be destitute due to that, and he may even get the contract back in time. People seem to think it means that someone is forever blackmarked, but it just means someone is unfairly treated by public jury before even getting a second to defend themselves.

Its not to the extent that people pretend it is, but yeah people get shut out.

At the same time, people like Louis CK and that dude that molested Terry Crews are basically unaffected, so its not like if you get "cancelled" you're ****ed
