The reason for the spending is because the Japanese public are pissed.

And while that's common in America, In Japan it's rare for the government to face open dissent and outrage from the general population. It's just not how they roll.

So Abe has had to backtrack and change his policies/attitudes.

Not only that, they feel he hasn't been strict enough on foreigners and foreign trade entering Japan.

And he during this crisis tried to slip new legislation that would raise the retirement age for political figures so his friends can remain in high positions. People noticed, got pissed and had to backtrack.

There's also just generic anger at him for his poor handling of the virus. First they just kinda ignored it and now they are trying lockdown measures. The public is confused and frustrated.
