He cast a spell on a defenseless muggle child for the sole purpose of punishing the parents. Isn't that illegal? How is he not a bad guy for that???

He didn't go to jail because nobody knows he did it. Hagrid even asks Harry to never mention the incident to anyone.

Also, as mentioned, Dudley is a massive dick so no reader would really be upset at whatever torture he received, as long as he didn't die and/or receive permanent physical repercussions from it.

The Ministry's law enforcement doesn't give a damn about underage magic if the culprit was pre-Hogwarts. If anything, it only further indicates that the kid is a potential wizard/witch so they'll consider it a good thing, they'll just memory-wipe the witnesses. Except that the Dursleys are already supposed to be familiar with magic due to the connection with Harry's parents so the wipe step is unnecessary..

Also, the Ministry can only detect magic use, not who used said magic, which means kids from wizarding families can perfectly use magic all they want as long as their parents are OK with it while Muggle-borns are forced to live without magic all the time during school break. This incongruity is touched upon as well.
