It doesn't make any sense to me why a post would first have to be marked before it can be modded. If I flame someone but it isn't marked, then it can stay up?

Mods can mark posts. Technically, for any violation to be deleted, it needs to enter the moderation queue via being marked by a user (mods are users too). Mods are discouraged from acting on their own marks (internal tracing is in place) unless it's something blatant like racism/porn.
