Yep, of course it is lol hes a strategist. That doesnt mean I agree with his policies or how he acts though. He knows that in order to shake hands with America hell either have to do this or that.

Trump just isn't very bright in general, has been coddled all his life and is surrounded by a laughably incompetent GOP that tolerates him as he will sign most anything they throw on his desk.
