Well, anti-discrimination laws for one in addition to minorities saying "not today". A certain amount of deprogramming has to be done to get people to cast aside their racial prejudices. You say education, I say in addition to education with higher learning you also get more exposure to people other than yourself from all walks of life. People live in bubbles, higher education doesn't mean that the bubble will crack because you still have racial incidents across campuses all across the country.
