it is flawed, with legitimate reasons like your ai party members being largely useless and fighting flying enemies sucking major ass when you're forced to as a melee character when ranged characters aren't available. fortunately these aren't huge issues, they can easily be fixed in the next part or even through patches, and you can do things to yourself mitigate them

the things TC complains about are just him being bad

Stop button mashing it and playing it like an action game. The battle system is really just an evolution of the ATB style of the original. The fights actually require some thought, and your materia set up is super important.

Learning to physically use ALL of your characters during fights is what started to turn things around for me. Just issuing them commands doesn't cut it, and is more of a supplement.

I fucking hated the combat until the fight with Rude where I really got the hang of quick actions and swapping between characters.

Equipping your party with the right materia really fucking helps a lot.

For example, fought the Hell House and it's weak against ice...neither Cloud or Aerith had blizzard materia equipped. That fight took about 30 minutes of constant swapping, healing, reviving, etc. since Cloud couldn't do shit to the damn thing since it's heavily resistant to physical damage. I died when it had like 5% health left, started over with blizzard materia on both characters and finished in less than ten minutes.

That fight actually made me truly love the game's combat. Though I do still get frustrated when I use an ability and I'm pointing the wrong way and it's wasted.

Assess (or press the touchpad any time if you need to see the Assess info again)
exploit weakness
use staggering moves while the enemy is under pressure
use stagger multiplying moves while the enemy is staggered
repeat

When exploiting a weakness, it's often best to wait for the enemy to act first (blocking or dodging when appropriate), then immediately fire off your ATB action to avoid interruption. Alternatively, you can build up ATB on your active character, switch characters (attracting enemy focus to someone else), then safely command your first character to use their ATB.

The most efficient way to deal with Silence is to recognize the pre-attack animations and attack names which appear above an enemy's head, and get out of the way. If you get hit, you can cure Silence with items (on Normal difficulty or below) or give one of your characters this materia combination:
Binding = Warding
Cleansing

Focused Thrust (Cloud)
Focused Shot (Barret)
Focused Strike (Tifa)

Stagger multiplying moves (increases bonus damage percentage)
True Strike (Tifa)
Unbridled Strength combo-finishers (Tifa)
Ray of Judgment (Aerith)

The one move that might be confusing based on the description text is Cloud's Infinity's Edge. This move is a good choice for doing increased damage on a staggered enemy but it doesn't actually raise the bonus multiplier for the rest of your party.

Summons also do it, it's just hard to time.

Here's a video demonstrating how easy it is to build stagger using Tifa Unbridled Strength. Using it twice in a row gets you access to Ride And Fall triangle attack.
