They need to stop people being together in large groups. One to one contact with a delivery driver is more favorable. So is takeout only to a lesser extent.

When you go out to eat there are many more points of contact. The table, register, silverware, etc. not to mention different people coming in and out. When you order in the only contact is potentially you and the deliver driver. It wont 100% prevent the spread but it significantly lessens it.
