One of my college professors told us the last thing we ever wanted from him was an open-book test, and that he basically used them as punishment. I gathered from that that he intentionally made his open-book tests WAY harder than a regular test.

Open tests are designed to be extremely difficult and require a solid command of the material. Basically, exploring concepts versus remembering facts.

As mentioned, not embarrassing at all, because any proper open test is designed to be ridiculously difficult with a harsh time limit imposed on it.
They're made so that to even have a smidgen of a hope of getting 100%, you have to have studied enough to get at least 80+% even if you had to take the same test without any textbooks or notes. The 'openness' is just so they have an excuse to put the most obscure minutiae as questions so you get to look up your notes regarding those. If you're searching your textbook to look up and copy even the basic stuff, well, game over for you, enjoy failing the test because you're never going to have enough time to fill up enough answers for 30%. You can study so much and once you get to the exam you know it or not.
