Does upgrading weapons and armor count as levelling? Your character technically isn't gaining levels, but your equipment is by the process of being replaced with higher stat items.

Final Fantasy X doesn't have character levels, instead you increase stats using a grid that's shared by all the party members. There are nodes that need to be activated with certain items that enemies drop. FF XIII has something similar where enemies give you points that you use to travel along a path that has various nodes that activate after a certain amount have been invested, and each character has 6 different paths to invest in.

And there's the aforementioned Chrono Cross where there are no levels, instead your stats increase up to a certain point depending on how many bosses you've defeated.

Darklands (early 90s DOS RPG) has no levels but has 01-99 skills that raise as you use them or spend time with trainers (this game partly inspired the Elder Scrolls series)

Yep, that and Legends of Valor. I've got Darklands on my laptop. It's a good time. I've never gotten back to LoV because it's a pain in the ass to run in DOSBox, or so I've heard.

I played a rom hack of the GBA version, made increasing stats a lot easier and the guest party members a lot more useful. Still not the greatest game by any stretch, but with those fixes it was decent considering the time it was originally released in

I wouldn't be surprised if there are games that use experience or skill points from doing quests/sidequests and tasks which you pool into different skills and abilities like in Deus Ex. I mean Deus Ex is an example, but probably not the kind of game you were talking about. Also a some games give you skills and abilities certain actions repeatedly. You guys keep mentioning Final Fantasy II, but an actual really good example of this sort of thing is the Quest for Glory games.

They still have grinding and increasing stats from combat which probably isn't what TC is asking for.

There is an mmo called Secret World that either does or used to bot uave traditional levels. But I heard they rebuilt the game recently so maybe it's different now. When I tried it like 5 years ago, you got stronger by acquiring better gear

Considering this applies to Final Fantasy II and evidently fits TC's criteria per post 23, they might be something he's looking for.

I mean, this is fundamental to the concept of being an RPG. If the character isn't progressing in some fashion, you're in a different genre.
