That's from 1999's "Genie In A Bottle" vid. At that point, GT hadn't even started airing in the US, DBZ was still relatively new on Toonami and I don't even think a busy young star like Aguilera was would have much time to watch it. There's probably no real reason why that poster is there; whoever worked on the music video just decided they wanted an anime poster in it, and settled on GT. Perhaps the director or whoever was a fan of GT, but I don't think Aguilera was.

She's half Ecuadorean, was born and raised in the NY tristate area, and was a teenager when DBZ got big in the 90s. It is quite nearly impossible to meet those conditions and not be a DBZ fan. Hispanics have loved anime for longer than the States as a whole, and DBZ itself was omnipresent in the 90s.

DBZ first came to the US in 1996 on syndication, got cancelled in 1998 due to low ratings and only started to become popular later that year when reruns aired on Toonami. 1999 was when FUNimation resumed production of the dub due to its newfound popularity on Toonami and new episodes started airing, so while it was popular, it wasn't a huge phenomenon as it had pretty much just started to become popular in the US.

yea it took a while to get started. I remember for like what seemed like forever, they just ran from Raditz to Goku landing on Namek, over and over and over. always starting over. and it was quite the exciting day when they finally continued the story

Nowhere close to how popular it was later.
Hmm but that's when we got funimation though and could finally finish the Frieza Saga. I'd expect an exceptional increase of popularity

Hmm, the mv is actually "what a girl wants" and I think it was filmed in the end of 1999- beginning of 2000. Either way it's pretty interesting how they already knew GT
