So at peak times, if everybody is using a decent chunk of bandwidth in your neighborhood, then you'll see your speeds drop. If you're in the US, the very minimal amount of competition between ISPs means they do not have to improve the internet infrastructure in any given area, so they are just allowed to give us these mediocre speeds. Every plan says "up to" xxxMBs download speed.
