Depends on what "set free" means. If they'll all be safe, then they're free. If many, perhaps most of them would still be in dangerous situations, then no

Here's the thing though...after you set everyone free, people are just going to start getting kidnapped again anyway. Now if the question was 50 million or nobody ever gets kidnapped again that would change things.

Eh, free them. 50M is great but in a sense it's a bribe to keep them kidnapped. What's more, slaves count as kidnapped people, there are tens of millions of them across the planet, and knowing I freed them all would feel so much better than having 50M.
