Even Arlong is just "fishman with a long nose". The later in the series it goes, the more difficult it will be to adapt, but they could easily do most of East Blue without it being out of control to make. --- "History Is Much Like An Endless Waltz. Reread or rewatch those early arcs and you'll see it was silly and over the top from the start.
