I always assumed it was because he was a jerk and wanted to make Chewie watch his best friend suffer.

But the prequel now make it show that Vader doesn't want to kill C-3PO. There's even a comic about Vader ordering C-3PO not to be destroyed and to be returned to Chewie on Cloud City after having a flashback of building it for his mom.
