Eschewing fashion is also a fashion choice, annoyingly
I think it depends on your reason. If you eschew fashion because "fuck fashion" then sure. If you are just going for basic clothes that are either the cheapest or afforadable but decent quality and dont really consider how it looks then no. Id also say no if your only concern with what you pick is function and or comfort.

It hurts that I'm $79.16 of an exclusive CE club tbh

Damn inflation is even hitting jean memes now. Back in my day $200 jeans were exclusive.

That still says something about a person, even if it's just something like "practical, responsible with money, chooses comfort over trends", etc.

You kind of don't really get a choice in this because fashion is largely about how you are perceived by others.

My thing is fashion is at its core about looks if you dont even consider it in your choices I wouldnt say its fashion.

can't wait until you downgrade it further to 'looking and feeling good'
Nah. I don't foresee myself budging from sex appeal being the primary motivator of spending money on clothes that aren't intended for some functional reason, such as work, the gym, or gardening or something.

But Pinky did bring up a point that I can't argue with about fashion. If you're really into the fashion world as a hobby, or an even greater investment, then sure. That is a different motivation for spending money on clothes, and I stand corrected.

But he/she also brought this up, that I want to address:

I have this effortlessly stylish looking friend who somehow looks like he just rolled out of bed and is about to go down a catwalk at the same time.
I'll risk sounding cocky, and say that my minimalist approach to fashion also achieves this. The fact that you WON'T spot me in a crowd.... might ironically be the reason that a person with an eye for this sort of thing spots me in a crowd. Seriously, I think I have a talent for it; and it is inspired by a female friend I have who only buys clothes from thrift stores, and manages to look very stylish in spite of that. I think an eye for how to put an outfit together, and knowing what looks good for your body type, are two things that will always be more important than the price tag of any particular article of clothing. In fact, if someone took the inverse approach and prioritized price tags over the ability to put an outfit together -- whether the options be humble or expensive -- I'm sure pinky would agree that a fashion emergency is inevitable for that person.

I get what you mean, but I don't think that's an adequate definition of fashion, is all. Ultimately people who are into fashion are attempting to convey personality or an aesthetic in some way, and you do this regardless of whether it's deliberate or not

Alright why don't you iterate on it some more so you can revise "sex appeal" to "look good"
No, I won't because I believe that "look good" and this:

and conclude that people wear clothes because they wanna like the way they look.
Are motivated by sex appeal. In other words, having sex appeal is a primary need that humans possess. And the primary need is achieved by having the secondary need of "looking good" or "wanting to like the way they look."

Some people may miss the mark, but not due to a lack of effort -- for any self-aware person. Even people who walk around in 2020 wearing Southpole shirts under a bathing apes jacket, flatbill hats with the stickers still attached, and chinstrap facial hair are doing that because they think that's making them sexy. And maybe it even is for a certain type of woman.

And being poor doesn't have to be a deterring factor for being fashionable.

It hinders your choice considerably to the point you might not actually like what you can afford

Should I even bring up the existence of asexuals in that conversation? Nah. I'm not part of that group so I probably shouldn't get too deep into speaking for them.

I don't own a lot of raw denim these days (and rarely expensive - I tend to get them from clearances or tags-on returns at consignment stores), but it makes me feel like I've indirectly made something my own when a piece of clothing molds and weathers itself to my body. I don't get that so much with pre-washed, pre-faded, pre-distressed stuff. A machine did that, not me, and it's not gonna wear pants. (I hope.)

I'm mostly out of that game. Gimme a nice pair of dark stretch jeans with no or minimal machine-distressing on it, and I'm happy. BR's Travelers are pretty much the gold standard for me right now.
