To give them a symbolic victory when America (hopefully) doesn't retaliate. They can use it as propoganda to claim they made the big bad America back down due to their fearsome intimidation and that they reign supreme.

It appears they have intentionally attacked in a predictable and avoidable way, so as to avoid casualties(no American or Iraqi casualties). They are certainly capable of doing damage, if they would like to(ask the Saudis), but Iran is actually acting in a very rational manner at this time. They certainly have never wanted war. At least not a hot one.
