I've tried using a mouse and keyboard, Xbox One controller, and Steam controller, and nothing is intuitive at all. I could barely shoot the wolves threatening Arthur, John and Javier in the opening chapter because aiming and shooting a weapon share the same input.

You might want to look into this. Granted, many people have complained about the controls across all platforms, but not in the same way you seem to be. Except for the sluggishness. But thats something youll get used to. That game is a different speed than people have become accustomed to.

I have a high-end system and I've never had any input issues.

Well then, maybe you just need more practice. Youll get better the more you play.

the controls are awful across all platforms, idk why rockstar likes to make their characters control like a sack of potatoes on roller skates
