Yes and no. Farmers and sailors are allowed to keep cats, but possession of felines by other private citizens is strictly regulated under the Feline Importation and Possession Act of 1808 (edit: of course further modified by the Wartime Protection of Foodstuffs Acts of 1915 and 1940), though "farmer" isn't strictly defined which is also why so many Brits have gardens so as to provide legal protections for unregulated cat possession.

Broadly speaking, yes -- or more precisely, a household needs a license to use a TV for the purpose of receiving TV broadcasts. If you argue persuasively enough that you don't actually watch TV on your TV, you might get away with not having one.
